How to vote in Polish parliamentary elections while in Spain?

The President of the Republic of Poland has ordered elections to the Sejm of the Republic of Poland and the Senate of the Republic of Poland for 15 October 2023. According to a resolution of the Sejm of the Republic of Poland, a nationwide referendum will be held on the same date. Any Polish citizen residing outside Poland will be able to cast a vote in the elections and referendum. How to do it in Spain?

How do I join the electoral register?

Poles can vote in one of the 402 voting districts set up by the Minister of Foreign Affairs. These have also been set up in Spain. In order to be able to take part in the October vote without hindrance, it is necessary to apply to the territorially competent consul for inclusion in the electoral register. Applications for this can be made until 10 October 2023.

An application for inclusion in the electoral register can be made in several ways:

  • The recommended solution is to submit an application using the e-Choice service,
  • In addition, the application may be submitted on paper with a handwritten signature (also by correspondence),
  • there is the possibility of submitting an application to the consul’s e-mail address, accompanied by a scan/photograph of the application signed in person (the application form will be available on the websites of foreign posts).

How to use the e-election service?

e-Election is a solution, prepared by the Ministry of Foreign Affairs. It is intended to make it easier for voters – residing outside the country – to participate in the vote and report to the electoral registers drawn up by consuls.

Thanks to the e-Election website, registering to vote is possible without leaving home. Anyone wishing to take part in the October vote selects a convenient voting precinct based on their location. The next step is to enter the required data, which the service verifies by communicating with state registers. What is particularly important is that the voter does not need to have an electronic signature, a trusted signature or a qualified signature in order to register for the register via the e-Election service. The use of the e-Election service will be possible until 5 days before election day, i.e. until 10 October 2023.

Where to vote in Spain?

By decree of 14 September 2023 on the establishment of polling districts for the 2023 Sejm and Senate elections for Polish citizens residing abroad, the Minister of Foreign Affairs established 13 PECs in consular districts in Spain:

  • Consul of the Republic of Poland in Madrid
  • Consul of the Republic of Poland in Barcelona
